The bureaucratic limitations setting a 6 month specific time periods of investigation to establish a crime has been committed severely constrains the FBI to act. The most an FBI investigation can proceed wothout evidence of a committed crime is 1 year. The law must change that limits how long a terrorist suspect can be investigated.
In other words, any proof that anyone residing in the U.S, or a U.S. citizen residing elsewhere, has been in contact with a known terrorist or terrorist organization, should never be a subject of a limited FBI investigation.
