Constable charged: Cited on DUI offense

This proves that Harlan County will elect anyone.


A recently elected Harlan County Constable is facing a DUI charge after police said he was acting suspicious at a Cumberland gas station.

District 3 Constable Brandon Allen Haynes, 34, of Cumberland, was cited to court by a Cumberland city police officer on Saturday.

According to a press release from Cumberland City Police Chief Cody Williamson, off-duty CPD Officer John Brown noticed Haynes acting suspiciously. Brown contacted on-duty CPD Officer Cody Bargo, who responded to the Liberty Gas Station. Officers noticed what appeared to be white residue in or around Haynes’ nasal cavity. Haynes was given a sobriety test, and displayed six signs of impairment. Haynes admitted to officers he had ingested a Lortab pill and was handcuffed and placed in a police cruiser. After he complained of chest pains, LifeCare Ambulance Service transported him to Harlan ARH Hospital. Bargo rode in the ambulance with Haynes. During the ambulance ride, Haynes admitted to also ingesting 12 Subutex pills.

contables are as usless as tits on a boar. do away with this position. the sooner the better. i don't think i'd let somebody like that take me to jail or even come on my property to serve a warrant.

This man has the power to make arrests, and serve legal documents. Since he doesn't have a boss to fire him how would one go about removing him from office?

How would the community go about removing an elected officials?

Kentucky has neither a recall or initiative process. Only nine states have clear Constiutional and statutory language for recall of all elected officials.

In states having an initiative process, citizens can propose statutes or constitutional amendments and place them before voters for approval. Other states have a referendum process allowing citizens to create or extend recall intiated by other officials.

The best anyone can do at the moment is vote for legislators and candidates supporting legislative action to include recall and initiative language, either by state Constitutional Amendment to include recall and/or legislative initiative for elected officials to initiate recall action.
