Affluent school districts keep there classes less than 26 students. A good portion of the outrageous property taxes you pay to live in one of those districts support their public schools. The difference in what is offered in affluent districts and that of poor, is daylight and dark.
The whole educational system has evolved to further disadvantage the poor.
The Harlan County School system isn't a poor school district.
